What this set is

Monkey D. Luffy, Sabo, Portgas D. Ace and Gol D. Roger are Leaders, the cards that lead a deck and stay in play all game. Imu and Jewelry Bonney have Leaders here too, and the Five Elders appear as a Super Rare (SR).

Wanted Poster cards return in this set as new cards, separate from the posters in Emperors in the New World. The Gear 5 Luffy Manga card belongs to Awakening of the New Era, so a Luffy Manga card from this set carries OP13 at the start of its number.
